Would this be faster than the Heffner TT Ford GT that ran 253 in the standing mile? In other words what qualifies as the worlds fastest street car, faster 1/4 mile or fastest mile?

well 1/4 of a mile it is going 209 mph so it would go well over 250 in a 1/2 mile and if it had the gear to go a full mile it would go 300

It would crush the Heffner TT in the 1/4, no contest. It does not have the aerodynamics to compete in the mile though.
World's fastest has traditionally been 1/4 mile. We have a long established history of reference for it. The mile has been getting more and more popular and is quickly becoming the yard stick for big performance but the thing is we are just going by velocity and not counting elapsed time. I think if we start taking ET into account, kind of like what the Russians did at their latest event, it will give more of a complete picture either way.

the heffner gtt is not faster in the mile I can assure you that.. That car could go a half mile achieve 300mph and coast the back half and make it there before the heffner car

This may be true but if the nova was running the mile, it would not have the same set up and tune that it does for its 1320 runs. I would doubt that its 1/4 gearing would hit 250 as well(assuming its gearing is set up precisely for 1/4 mile runs). Not saying it wont get there, just that it would need to be re-geared.

At 2:04 the vid shows him shifting through 4 gears. How many gears does he have?
Are you saying that he would not change gearing at all to create a personal best mile time or that he would not need change gears to run the mile? There is no way he runs up to 250+ in 4th with the gearing he had for that run.
