HELP with Emissions/Annual Inspections on Modded Cars
Question - How does everyone here get around these emissions and modding inspections (required in my state every year and before they will register/title a sold/transferred car) for their annual regsitrations.
I have run across the same problem on 3 modified cars I have wanted to buy... ie problems with NY state registration inspection/title transfer and emissions on existing cars that will not readily pass OBDII / "blower" compliance.
I have been looking at HPF and undercover performance E46 BMW M3's with turbo mods, flex fuel etc and would like to maybe buy a TT E46 M3 or add a S/C to an E9x if all checks out.
In contacting my insurance company that does my Hamptons house and cars [I get a massive housing insurance discount in an area where no-one else will insure us for anything under $10k (I pay $3.3k)], I am told that they require a pre-purchase (titling and transfer) inspection by a NY State authorized inspection station that passes California emission regs and NYS safety regs.

You need to find someone who can the car passed for you. That, or remove some of the parts, get it passed, and then reinstall them.

Couple of options:
Find a local enthusiast group or car forum and ask there. They usually know mod friendly inspection stations and inspectors. Or ask in the regional forum section if this forum has one.
Bribe the guy, you obviously have enough money. The kid doing inspections probably makes like $20 or less an hour. Give him a few hundos.
Reinstall the emissions equipment you removed that causes you to fail emissions?
